Kansas Bill Eyes Bitcoin Reserve From Unclaimed Crypto Assets
Lawmakers in the US state of Kansas are considering a bill that would create a state-managed Bitcoin and digital assets reserve fund funded through unclaimed property rather than direct purchases of cryptocurrency.
Kansas Senate Bill 352, introduced by Senator Craig Bowser on Wednesday, would establish a “Bitcoin and digital assets reserve fund” in the state treasury, administered by the state treasurer.
The fund would consist of airdrops, staking rewards and interest earned on abandoned digital assets held under Kansas’ unclaimed property law.
It would include cryptocurrencies and “other digital-only assets,” rather than any direct purchases of Bitcoin (BTC) by the state, broadly mirroring the White House’s decision to fund a US Strategic Bitcoin Reserve with forfeited BTC instead of buying coins on the open market.
Under the bill, 10% of each deposit of digital assets into the reserve fund must be credited to the state’s general fund, but Bitcoin itself would be kept out of the general fund.
SB 352 also amends Kansas’ unclaimed property statutes to define “digital assets” and “airdrops,” and to spell out how the state treats such assets when they are considered abandoned.
The bill was referred to the Committee on Financial Institutions and Insurance on Thursday after moving from the Federal and State Affairs Committee.
The new bill follows earlier Kansas proposals, such as Senate Bill 34, which would allow the Kansas Public Employees Retirement System to allocate up to 10% of its assets to spot Bitcoin exchange-traded funds (ETFs).
SB 34 was introduced in January 2025 and remains in the Senate Committee on Financial Institutions and Insurance.

Kansas and other states test Bitcoin legislation
Kansas is among a group of US states where lawmakers have introduced Bitcoin or crypto-focused bills, ranging from strategic reserve concepts to task forces and controlled allocations to digital asset products.
At the federal level, the administration of US President Donald Trump said it is moving forward with plans for a Strategic Bitcoin reserve and digital asset stockpile, funded with forfeited Bitcoin rather than new taxpayer purchases.
On Jan. 16, a senior White House official said the Bitcoin reserve remains a priority for the administration.
Outside the US, countries such as El Salvador and Bhutan have already incorporated Bitcoin into their national strategies through direct holdings, state-linked mining operations and using BTC to back longer-term development projects and special economic zones.

Ledger, the Paris-based crypto security company, is preparing for an initial public offering in the US that could value the firm at more than $4 billion, according to FT.
The hardware wallet maker is working with Goldman Sachs, Jefferies, and Barclays on the deal, which could take place as soon as this year.
“Money is in New York today for crypto, it’s nowhere else in the world, it’s certainly not in Europe,” CEO Pascal Gauthier told the FT in November.
Rising demand from security-conscious crypto investors drove Ledger to a record in 2025, generating triple-digit millions in revenue, according to Gauthier. Ledger has sold over 7 million devices worldwide.
Ledger, founded in 2014, reached a $1.5 billion valuation after its 2023 funding round, with investors including Singapore’s True Global Ventures and 10T Holdings.
The potential listing follows a wave of crypto companies going public in the US since President Donald Trump returned to the White House a year ago. His administration has championed digital asset businesses and made crypto a national strategic priority.
Crypto custodian BitGo started trading on the New York Stock Exchange this week, becoming the first digital asset IPO of 2026. Stablecoin issuer Circle and exchanges Gemini and Bullish all went public in the US in 2025.
Solana Seeker Token SKR Jumps 300% on First Day of Trading
The native token of Solana Mobile’s crypto smartphone, Seeker, has seen hyperbolic growth since it launched just 24 hours ago.
The airdrop for Seeker (SKR), which began on Jan. 21, allows eligible Seeker phone owners and qualifying app developers to claim SKR directly through the device’s built-in crypto wallet.
As of press time, SKR is trading at $0.049 with a market cap of over $265 million, up over 300% in the past 24 hours since it began trading on major centralized and decentralized exchanges, including Coinbase, Bybit, Bithumb and Meteora.
The massive rally makes SKR the biggest gainer among the top-1000 crypto assets over the last 24 hours, per CoinGecko.
Solana Mobile, a subsidiary of Solana Labs, said in a blog post that more than 100,000 users and 188 developers are eligible to claim tokens in the airdrop, with distribution open for 90 days before unclaimed tokens are returned to the airdrop pool on April 20.
SKR is designed to function as the governance token for Solana Mobile’s ecosystem, while also aligning incentives across ecosystem participants, including users and developers. The token is issued as an SPL asset on Solana, the network’s token standard, with a fixed supply of 10 billion, of which 5.7 billion is currently circulating.
Under Solana Mobile’s tokenomics, 30% of SKR’s max supply was allocated to user and developer airdrops at launch. Another 25% of supply is reserved for ecosystem growth and partnerships, 15% for the Solana Mobile team, 10% for Solana Labs, 10% for a community treasury and 10% for liquidity and launch-related needs.

The rollout comes as Solana Mobile shifts its focus to Seeker, an Android-based successor to its first-generation Saga phone, after quietly ending support for Saga in late 2025. While early crypto phones have often relied on airdrops to drive short-term demand, many — including Saga and rival devices — have struggled to transform that interest into sustained usage.
